Accounts Payable Specialist

Worksite Designation:  Hybrid

Live in the Puget Sound Region of the State of Washington with a reasonable commute to Renton, WA. Approximately 50% of the work is telework, and 50% is in-person at our office, off-site, or partner locations. Must come into the office on a scheduled basis (2-3 days a week).

Organizational Overview:

The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State.  The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.  The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.

Position Overview:

An Accounts Payable Specialist is responsible for maintaining financial records, processing Accounts Payable, and recording a wide range of financial transactions. Their duties include offering administrative and bookkeeping assistance to the Accounting Administrator and confirming the accuracy of accounting database information. Under the supervision of the Accounting Administrator, the individual in this position will perform a variety of procedures related to the processing, entry and verification of check reimbursements.

Essential Job Functions:

Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

  • Process Accounts Payable daily
  • Understanding of GAAP
  • Compile and check source documents, such as invoices and purchase orders, for completeness and accuracy
  • File completed check reimbursement forms
  • Assist with quality control audits of data control materials and processes
  • Work with various vendors for verification of reimbursements and invoices
  • Make various accounting data entries in Financial Edge and Sales Force software
  • Maintain various Training Fund tuition obligations / accrual records
  • Maintain grant-related fiscal documents
  • Prepare grant-related invoices with appropriate back up documentation
  • Conduct regular review and audit of staff travel reimbursements
  • Provide backup phone coverage
  • Work with Training Fund members on benefit repayments
  • Perform various reconciliations, such as credit card statements and insurance statements
  • Provide backup phone coverage
  • Travel to the bank and post office as needed
  • Other projects as assigned by the Accounting Administrator

Work Environment:

This position provides services primarily in Washington State remotely and in person. Training Fund educational operations include limited program work in Oregon and Alaska. The position requires various “in-person” involvement with apprentices, employers, instructors, and community partners at multiple locations; other portions of this role will be split between telework work and the Training Fund office. This position will require travel on an as-needed basis and during some non-traditional hours (early mornings, later evenings, and occasional weekends) to meet with participants and attend meetings at locations such as hospitals, schools, public places (community buildings, event venues, etc.), and partner organization sites. Note: COVID restrictions may require a higher level of remote work.

Compensation:

  • Compensation Range: $24.91-$32.97 per hour, depending on education and experience

Position Summary:

The Grants Administrator: Compliance & Grants Reporting Analyst is responsible for overseeing the administration, compliance, and performance and outcomes tracking of all grants within the organization. This role ensures adherence to federal, state, and funder regulations while utilizing data systems for grant reporting, program evaluation, and strategic decision-making. Working cross-functionally with program, finance, systems/IT and leadership teams, the Grants Administrator: Compliance & Grant Reporting Analyst serves as a central resource for grant-related compliance, analysis, and communication. The ideal candidate is a strategic thinker with strong analytical skills, a deep understanding of nonprofit funding streams, and a commitment to equity and organizational integrity.

Essential Job Functions:

Grants Administration & Compliance

  • Coordinate with staff responsible for tracking deliverables, deadlines, vendors, and budgets for all grants and their underlying contracts as they pertain to grant reporting and measuring outcomes.
  • Ensure compliance with award terms and federal/state guidelines by reviewing grant data definitions, conducting regular compliance checks, and periodic audits.
  • Prepare new required reports on grant compliance identifying issues such as deficiencies, corrective-action, low outcomes, financial burn-rate and recommendations.

Grant Data Analysis and Reporting

  • Develop and maintain supportive business processes and data definitions to track, coordinate, and report on all grant and contract fundings, grant and contract expenditures, grant and contract changes, and grant and contract deliverables across departments.
  • Provide analysis and projection reports of goals and current state for active grants in comparison with grant outcomes and deliverables.
  • Coordinate and collaborate with Systems/IT on the inclusion of relevant cross-functional data in tracking system for reporting, proposal development, leadership insights and market access strategies through data analysis.
  • Provide real-time reporting against grant outcomes and deliverables.

Position Overview:

The Grants and Contracts Manager (“Manager”) position is responsible for overseeing full cycle of grants and contracts; including but not limited to systems, regulatory and compliance obligations, funding strategies, project management, meeting contracts and grants deliverables, and the development of budgets and tracking tools.  He/she will work with various members encompassing all layers of the Training Fund team and external stakeholders. He/she will also be responsible for coordinating meetings (with internal and external stakeholders) and developing project strategies, designing and implementing improvements to internal process workflows, and managing project plans in coordination with project owner/s.  The Manager must be highly skilled in oversight, project management and tracking of budgets and outcomes. He/she should also be skilled in moving the work forward and driving for results in context of overall impact, outcomes, process improvements, and compliance requirements of grants and contracts with varied stakeholders including staff and partners in senior positions. Work is performed under the supervision of the Director of Finance and Administration in coordination with Deputy Director. The Manager is a team member helping to scale the Training Fund’s work through tight administration and team work, and building lasting relationships and programs with its partners; including funders, contractors, members, participating employers, participating unions, regulatory staff and agencies, regional and occupational healthcare industry groups, and community-based partners.

Level of Authority:

Performs administrative, document handling, recordkeeping, project management, process improvement and collaborative duties. Under general guidance of the Director of Finance and Administration and with independence by task and experience, following program priorities within organizational policies and procedures.

Work Environment:

The work will be conducted virtually from home, our office, and at meeting locations with partners, members, state staff, and community-based organizations. Work may be performed in a complex setting both inside and outside of the office, with diverse people and tasks. Position may require frequent visits to local internal or external collaborators, members, and other partners, in addition to travel to meetings, assessment or training locations, some of which may include overnight trips. The Training Fund’s work requires regular participation in meetings (in person and/or virtually) with Training Fund staff, partners and other stakeholders is required.

Essential Job Functions:

Grants Management

  • Manage a team of grant and contract professionals.
  • Manage full life cycle of grants.
  • Manage and coordinate all grants and contracts (unless otherwise specified) with internal and external stakeholders (including with labor/management partners) as required.
  • Act as a single point of information, guidance, and leadership for various grant projects organization-wide; crossing or breaking silos as appropriate; supporting efforts to develop strategic, real-time visibility on project spend-downs and outcomes
  • Coordinate with independent contract grant writers for grant opportunities, applications and reports.
  • Review, evaluate, and communicate requirements of potential funding opportunities. Serve as point of contact for funders.
  • Review grant funding award terms, conditions and commitments with stakeholders to ensure that funds are expended in compliance with the applicable terms and conditions.
  • In coordination with project leads and managers, ensure grant and project goals and outcomes are met and all aspects of the grant project/s run smoothly and efficiently.
  • Coordinate with team members assigned to contribute and report regular progress on projects, ensuring they have a clear understanding of their responsibilities and deadlines and that essential information is provided in a timely, accurate and consistent manner.
  • Collaborate with internal stakeholders across the organization to build upon ongoing improvements to cradle-to-grave project workflows; contribute vision and insights to process improvements
  • Track and report on the completion of grant deliverables ensuring they are completed on time, are within budget and meet compliance requirements.
  • In collaboration with grant leads and program managers, manage pre-award process, including assigning and collecting required components, developing budgets, completing necessary forms, and submitting proposals.
  • In collaboration with grant leads and program managers, establish processes for post grant award work including work scope, timelines and check points. In addition, establish processes for grant close out including final reporting and invoicing.
  • Set up regular grant meetings for each grant and communicate with appropriate staff regarding current status and upcoming requirements for each grant.
  • Serve as liaison with Grant and Contract Administrators, Training Fund staff and stakeholders, to develop funding proposals to support new and existing programs in line with Training Fund strategic plans.
  • Develop interim and final reports for grant-funded programs, including coordinating financial tracking, grant invoicing and reporting with the Finance department and Program staff regarding the execution and progress of grant-funded projects.
  • In coordination with grant leads and program managers, develop and implement staff funding allocation plan.
  • Collect and review data for reporting. Participate in data control, and collection of metrics.
  • Ensure Training Fund and recipients of pass-through funds are following Federal, state, and other financial and administrative requirements.
  • Monitor changes to federal regulation and industry best practices and advises on current or emergent compliance concerns.
  • Modify, update, and maintain contracts, grants and associated documentation, processing, and communicating changes.
  • Produce quotes and estimates for potential new contracts.
  • Maintain grant and contract funded programmatic budget templates.
  • In collaboration with Training Fund leadership, maintain projection of current and future programmatic funding and expenses and help identify opportunities for additional funding.
  • Oversee and optimize the grant administration process including, developing standard operating procedures and utilizing tools for the grant management such as Monday.com and Salesforce to ensure grant goals, timelines and commitments are on track.
  • Track funder updates including correspondence and outstanding requests.
  • Provide support to the Director of Finance & Admin in monitoring and tracking expenditures by grant.
  • Provide support and coordinate efforts in drafting proposals, concept papers, letters of intent, letters of supports, reports and other funding materials as needed.
  • Engage and educate staff from across the organization on grants and contracts.
  • Research statistics, trends and data for grant proposals including research and data-gathering —both from external sources and Training Fund program data.
  • Research new funding opportunities on a local, state, and federal level both with private and public funding.
  • Maintain and build relationships with funders, philanthropy and other strategic partners on a local, state, and national levels.
  • Maintain calendar of grants and prospects and all associated files and correspondence including grant support documents.
  • Ensure acknowledgment of funders via website, e-newsletter, social media etc. is facilitated.

Contract Management

  • Oversee the subcontract procurement and vendor approval process.
  • In coordination with leadership and legal, produce and maintain contract templates and other vendor documentation.
  • Coordinate and manage changes to contract templates.
  • Track and report on existing contracts, such as tutoring, instructors, curriculum developers, interpretation services, professional development services, etc., ensuring that money, services and goods are received on time. Coordinate with vendors, staff, and when applicable, program participants, as needed to ensure contractual intent is being met.

Desired Skills and Experience Areas (a range of the following):

  • Minimum of five (5) years of experience in grant management, contract management and project and/or program management and coordination.
  • Experience with braiding grant and other fund sources with shared outcomes while maintaining accurate spending and outcome records.
  • Experience leading and implementing ongoing process improvements for a sizable grant portfolio involving a range a stakeholders across our organization
  • Experience managing federal and non-federal grant application/award processes and post award grants management.

Position Overview:

The Healthcare Foundation Navigator is responsible for the coordination and implementation of a variety of Training Fund (TF) and Health Care Apprenticeship Consortium (HCAC) Apprenticeship and additional healthcare education/workforce development programs and services to members in the Greater Seattle Region along with other regions as assigned. Work is performed under the general supervision of the Senior Manager of Programs to provide community resources and guidance to eligible healthcare workers, adhere to Training Fund benefit administration processes, and facilitate outreach and projects in relation to the assigned region. Healthcare Foundation Navigator in collaboration with the internal team works to build lasting partnerships with our members, the union, employers and community partners.   • Coordinate and administrate the IHAP and ACET program operations to include program scheduling, ordering/delivery of program materials and equipment, student enrollment, support service coordination, tours, safety, and other curriculum and administrative tasks related to high quality program delivery.
  • Provides retention services for IHAP, NAC and other foundational programs (i.e. case management).

Live in Washington, Idaho or Oregon to support the assigned region. The majority of work will be performed in-person at assigned classroom/lab or clinical sites across the Puget Sound region, with occasional remote. The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership including eight major healthcare employers and the largest healthcare union in Washington State.  The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.  The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.

Position Overview:

This is a per-diem, non–exempt position. Maximum hours not to exceed 19 per week; and not to exceed 900 hours per year.

The Support Instructor-Allied Health Program (Per Diem) provides flexible instructional and lab support across the SEIU Healthcare 1199NW Multi-Employer Training Fund’s healthcare pre-apprenticeship, apprenticeship and professional development programs including IHAP (Into to Healthcare Employment and Apprenticeship Programs), Nursing Assistant Certified (NA-C), Medical Assistant (MA-C), Pharm Technician and ACET for EVS technician Programs.

Under the guidance from Senior Manager of Instruction, Technical Coordinator and lead instructions, the Per Diem Instructor (title assigned based upon specialty(ies)) will deliver in-person and hybrid lab instruction, demonstrate key clinical competencies, and assist apprentices in developing the skills, knowledge, and professionalism needed during staff absences, high-enrollment period or special sessions. This is an exciting opportunity designed for licensed healthcare professionals who want to contribute to workforce development in the healthcare field while working in a flexible, part-time capacity.

Essential Job Functions:

Based on assigned title which is determined by experience, education, and certifications the incumbent must have the skills, abilities, and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

  • Provide in-person and/or virtual instruction in assigned allied health programs such as NAC, MA-C, Pharm Tech, IHAP and ACET during scheduled labs, classroom sessions, or make-up sessions.
  • Demonstrate and supervise key clinical and lab competencies to each program (e.g., vital signs, injections, venipuncture, sterile technique, patient interaction and communication.)
  • Support the implementation of established lesson plans, skill checklists, and lab activities under the direction of a lead instructor or technical coordinator.
  • Maintain a positive, inclusive, and professional learning environment that encourages engagement and success.
  • Track apprentice attendance and communicate relevant updates to the program team.
  • Provide constructive feedback to leaners on their performance and professional conduct.
  • Support hybrid and in-person instruction using tools such as Canvas, Zoom, and Rouxbe.
  • Collaborate with full-time instructors and staff to ensure instructional continuity and progress.
  • Ensure instructional spaces are restocked, clean, and prepared for upcoming sessions.
  • Participate in periodic training or team meetings, as requested, to maintain program consistency and instructional quality.
  • Model professionalism, integrity, and commitment to diversity, equity, and inclusion in all instructional settings.

Required Skills/Abilities:

All instructional roles require relevant, recent industry experience aligned with the scope of practice and competencies taught within the assigned program.

Specific program requirements include:

Nursing Assistant Certified (NAC) Program

  • Current Washington State LPN or RN license
  • Minimum of one (1) year of direct patient care experience in acute care, long-term care, or comparable clinical settings
  • Experience supervising or training nursing assistants preferred

Medical Assistant (MA-C) Program

  • Current Washington State MA-C credential, or equivalent credential with scope-aligned clinical experience
  • Minimum of one (1) year of hands-on clinical experience in ambulatory, outpatient, or primary care settings
  • Experience with clinical skills instruction (e.g., injections, venipuncture, EKGs) preferred

Pharmacy Technician (Pharm Tech) Program

  • Current Certified Pharmacy Technician (CPhT) credential issued by PTCB, or equivalent national certification
  • Recent experience working in a retail, hospital, or clinical pharmacy setting preferred

ACET (Environmental Services Technician) Program

  • Minimum of three (3) years of hands-on experience working on an Environmental Services (EVS) team in a healthcare setting (e.g., hospital, medical center, or comparable clinical environment)
  • Demonstrated knowledge of infection control, environmental safety, and hospital cleaning protocols

IHAP (Introduction to Healthcare Apprenticeship Program)

  • Minimum of one (1) year of experience working in healthcare, healthcare workforce development, or healthcare support roles
  • Acceptable experience includes entry-level healthcare roles, patient support roles, community health, or workforce training programs
  • Strong understanding of patient care, safety, and professional standards within scope of practice

Preferred Skills and Experience:

  • Prior teaching or instructional experience in a healthcare or workforce training setting.
  • Knowledge of registered apprenticeship and workforce development systems.
  • Experience working with unionized or employer-based training programs.
  • Bilingual or multilingual skills.
  • Familiarity with simulation labs or adult learning methodologies.

Work Schedule:

  • Per diem assignments vary based on program needs; hours worked not to exceed 19 per week; 900 hours per year.
  • May include weekday, evening, or occasional weekend lab or classroom coverage.
  • Examples of typical assignments:
    • Substituting for an instructor during clinical/lab sessions.
    • Supporting high-enrollment cohorts as an additional instructor.
    • Leading occasional make-up labs or skill refresh sessions.

Position Overview

The SEIU Healthcare 1199NW Multi-Employer Training and Education Fund is looking for tutors to support hospital employees pursuing degrees and certifications in high demand healthcare fields. We regularly need tutors in the following areas:

  • Biology, Math, Chemistry, Computer Applications, Psychology, ELL, ABE, GED
  • English and Writing
  • Healthcare Fields (i.e. Nursing, Medical Assisting)

Candidates will be evaluated on the full range of their lived and learned experience, professional background, volunteer experience, and direct and transferable skills.

Essential Functions

  • Ability to travel to local hospitals in the area to tutor(especially: Renton, West Seattle, Burien, Tacoma, Everett)
  • Ability to adapt tutoring style to meet the needs of the student
  • Ability to tutor students during off hours, such as nights and weekends
  • Ability to meet with students virtually to meet COVID-19 safety standards.

Educational Requirements

  • Experience teaching adults
  • Bachelor Degree (preferred)
  • Experience working with a diverse student population and English Language Learners

Responsibilities
